RSI Consulting is an Afghan-owned company headquartered in Kabul, offering survey, monitoring (including Third Party Monitoring) and evaluation-related services for the private business, NGO and donor communities in Afghanistan.
DUTIES AND RESPONSIBILITIES
The Regional M&E Officer is responsible for M&E data collection from GRAIN activities in the target region (demonstration farms, or as needed), and to provide support to the M&E specialist and M&E Director, based in Kabul. The regional M&E officer will be working under the direct technical supervision of M&E specialist (or as assigned):
Specifically, duties and responsibilities of regional M&E Officer include the followings.
Learn and implement the Data Management System (DMS) developed for USAID/GRAIN project
As per direction from Kabul M&E team, collect all M&E related in the regions
Register all demonstration farms for wheat varieties and collect demographic data on them
Ensure that all wheat varieties under research are properly registered, and their relevant demographic information/data is captured as per DMS system
Ensure that all data collection modules for each wheat variety on research trial are properly and timely implemented. This includes, but not limited to, data collection on pre-cropping, during cropping, and after harvest. RSI will provide a detailed training on these modules and the methods/timing of data collection.
Verify and collate all data collected from the monitoring visits before submission to regional M&E Specialist. This involves verification of the actual data for accuracy; comparing against the Monthly Activity Plans; and following-up any discrepancies found, as and when required.
Collaborate closely with Kabul based M&E team to ensure the effective implementation of the M&E/DMS systems and activities tracking.
Conduct independent monitoring of GRAIN activities as per guidance from Kabul team
Travel around the city is required, as may be district travel, security permitting
Ensure compliance to standard Data Quality Assurance (DQA) procedures
Participate in any relevant regional office meetings, as required.
Ensure that all M&E tasks in the regions are completed within the timeframe
Any other tasks requested by the M&E Specialist or M&E Director and or his/her designee.
There is no supervisory role specified for the M&E Officer at this stage of the program.
QUALIFICATIONS AND EXPERIENCE:
Bachelor degree is required; Master is preferred.
It is required to have a minimum of two years general work experience.
One year of M&E experience preferred. Knowledge and experience of M&E tools, methodologies and approaches (quantitative, qualitative and participatory) is required.
Medium level knowledge of spoken and written English is required; advanced knowledge is highly preferred.
Excellent language proficiency in spoken and written Dari and Pashto.
Strong computer skills, particularly with the Microsoft Office package and the Internet are required.
Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.
Ability to communicate effectively and be organized.
Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
Self-disciplined and motivated critical thinker who is willing to work under pressure to meet deadlines.
Ability to travel to field in region as required/directed.
SPECIAL SKILLS AND/OR ABILITIES
USAID work experience in agriculture sector in Afghanistan will be a strong advantage.
Previous working experience in monitoring and evaluation using technology is a strong
